Background of the Study
Transnational advocacy has emerged as a potent force in shaping human rights policy across borders. Organizations such as Amnesty International employ a variety of advocacy strategies to raise awareness, mobilize public opinion, and influence policy reforms (Mitchell, 2023). In Kano State, the impact of these campaigns is particularly significant, as local human rights issues are brought to international attention through coordinated efforts. This study investigates how Amnesty International’s transnational advocacy campaigns have influenced human rights policy in Kano State. The analysis encompasses the methodologies used in these campaigns, including digital mobilization, grassroots activism, and international lobbying (Norris, 2024). By evaluating the effectiveness of these advocacy strategies, the research aims to provide insights into how global civil society organizations can drive policy change at the local level (Owens, 2023). Additionally, the study considers the challenges faced by transnational advocacy in environments marked by political repression, limited media freedom, and cultural resistance (Peterson, 2025). Through a detailed examination of case studies and policy outcomes, the research highlights the transformative potential of transnational advocacy in advancing human rights, while also identifying areas for strategic improvement (Quinn, 2023).
Statement of the problem
Despite the visible successes of transnational advocacy, significant obstacles hinder the effective transformation of human rights policy in Kano State. Critics argue that while campaigns by organizations like Amnesty International can generate global awareness, translating this into concrete policy reform remains challenging (Reed, 2023). Issues such as governmental resistance, resource constraints, and local cultural barriers often impede the progress of human rights initiatives (Sanders, 2024). This study addresses the problem of assessing the real impact of transnational advocacy on policy outcomes in Kano State, identifying the disconnect between advocacy efforts and legislative action. The research aims to understand whether these campaigns can overcome entrenched structural challenges and produce sustainable improvements in human rights protections (Turner, 2025).

Scope and Limitations of the Study:
This study is limited to the evaluation of transnational advocacy efforts by Amnesty International and their influence on human rights policy in Kano State. It focuses exclusively on advocacy mechanisms without extending to other local or international actors.
